it only checks if the requested amount is in the lotto balance,
however, as it takes a `long long` you can put in a negative value, "charge up" your lotto balance and generate an infinite amount of yang.
This is just from a rough code review, I didn't implement it.
As I said, this was my second system. I would do it differently today. I am no longer completely satisfied with the code. But it's still not a crappy system, you just have to adapt it a bit.
